Position Summary

This position is responsible for the management and organization of the Base Hospital Program and EMS services at Phoenix Children`s. The Manager, EMS and Base Hospital Program promotes the delivery of quality pre-hospital care through clinical practice, consultation, education, collaboration, leadership and research. Assumes accountability for coordinating the functions within the EMS and Base Hospital Program which includes: program planning and development, clinical practice/system coordination, developing and managing the operational budget, supervising personnel working within the department, providing feedback for those functioning as EMS responders, overseeing the quality and performance improvement activities, and providing education to the multidisciplinary personnel involved in pre-hospital care both within Phoenix Children`s Hospital and other outside EMS agencies while maintaining compliance with all state guidelines. Base Hospitals provide both administrative medical direction and on-line medical direction to certified emergency medical technicians at the advanced life support level which includes, but is not limited to, Paramedics. To become certified as an Arizona Base Hospital, submission of a Bureau approved application is required. PCH is considered a specialty base hospital specifically for pediatrics.

Position Duties

  1. Arizona Department of Health Services (AZDHS) Base Hospital certification
    • Responsible for (in collaboration with Medical Director) the AZDHS Base Hospital Certification and biennial audit/re-certification.
    • Responsible for (in collaboration with pharmacy) the EMS narcotic inventory, EMS refill, and EMS exchange program.
    • Ensures orientation of (in collaboration with Base Hospital Medical Director) PCH ED physicians to Base Hospital policy, online medical direction, and EMS courtesy notification-designated phone.
    • Responsible for (in collaboration with legal/risk) establishing and maintaining Base Hospital agreements and contracts.
    • Leads the development and implementation of pre-hospital policies and protocols related to coordination of patient care and participates in the bi-annual review with medical director.
  2. EMS Quality Assurance and Safety
    • Develops and maintains quality metrics, to include audits of records per guidelines/protocols and leading pre-hospital quality management reviews.
    • Provides oversight of EMS and Base Hospital programs across the enterprise in alignment with organizational goals and priorities.
    • Ensures metrics are kept up to date and validity of reporting is sound.
    • Continuously evaluates metrics and develops action plans to drive performance.
    • Ensures peer review feedback to PCH staff answering the communication workstation.
    • Ensures formal follow up to EMS providers utilizing NASEMSO Clinical Guidelines and Performance Metrics.
    • Ensures notification of EMS provider exposure to communicable disease.
    • Oversees pre-hospital transport data on PCH inpatient patient profiles.
    • Participates in bimonthly Phoenix Fire Department CQI Collaborative.
    • Participates and/or leads hospital-based committees impacting EMS/Base Hospital program.
    • Represents Phoenix Children`s on the local and state level regarding EMS issues.
  3. EMS Outreach and Education
    • Supports coordination (in collaboration with Professional Practice) of paramedic learner and air ambulance nurse/paramedic clinical rotations in the Emergency Department, PICU, and NICU.
    • Provides oversight with Legal/Risk to establish and maintain education/clinical agreements with paramedic schools, municipal agencies, and air ambulance agencies.
    • Coordinates & represents PCH at local and national EMS Conference Financial Support/Vendor.
    • EMS Continuing Education Events
    • Delivers CE upon request from EMS agencies or pre-hospital coordinators
    • Approval of continuing education credits for NREMT/AZDHS EMCT license re-certification.
    • Coordinate CE events in collaboration with the PC Trauma Outreach coordinator.
    • Develops annual PC sponsored events related to EMS Outreach and education
    • Coordinates (in collaboration with Medical Director) physician training and electives related to transport/EMS operations.
    • PC ED Nurse Base Hospital/EMS courtesy notification designated phone Workstation orientation.
  4. Provides Fiscal Management
    • Prepares and manages the operating budget demonstrating prudent resource utilization and effective collaboration with the accounting and billing departments to monitor account revenue and expenses.
    • Management of grant funds in accordance with guidelines.
    • Maintains current knowledge of legislative and regulatory activities that impact pre-hospital care and base hospital.
  5. Personnel Management
    • Supervises the Base Hospital Coordinators, assuring and monitoring proper distribution of workload, accuracy and quality of work. Manages all aspects of personnel administration including but not limited to, recruitment, onboarding, continual performance development, adhering to HR policies and collaborates with Human Resources as appropriate.
    • Delegates special projects and committee assignments.
    • Assesses employee job satisfaction.
    • Maintains files and documents in compliance with regulatory standards.
  6. Performs miscellaneous job related duties as requested.
