Position Details
Position Summary
Under the direction and supervision of Phoenix Children’s Chief Nursing Officer and SVP of Patient Care Services, this position provides strategic leadership and oversight of the Phoenix Children’s facility to ensure ongoing successful operations and continued growth and development of the facility. The Associate Chief Nursing Officer builds collaborative nurse/physician relationships to provide safe, effective, and efficient patient care while ensuring all care staff feel empowered to serve as patient representatives/advocates. In addition, in alignment with market nursing and ancillary leadership, provides personnel with leadership, decision-making, and direction in patient care services and defined areas. In alignment with the market, responsible for assessing the environment, forecasting trends, transmitting values, communicating ideas, developing and implementing policies, managing, and initiating systems and programs that promote excellence in service and safety for patient care delivery and that create an excellent place to work.
Position Duties

Delivery of Healthcare Services
- a. Ensures that policies and practices effectively support sound and safe patient care, and that the delivery of healthcare services provides the highest level of a positive experience to the patient.
- b. Works to establish effective collaborative interdisciplinary and intradepartmental teams throughout the facility to establish a climate of exceptional clinical care, patient safety, immediate response to adverse events, fiscally responsible care, appropriate admission and discharge transitions, culturally sensitive interactions, and promotion of health.
- c. Ensures disaster and emergency preparedness activities are appropriately planned, exercised, and documented.

Collaboration with Phoenix Children’s and Joint Venture Partners
- a. Responsible for maintaining continual, open, and effective communications with the appropriate members of the Phoenix Children’s medical staff, his/her peers across Phoenix Children’s and all members of Phoenix Children’s executive team, and any Joint Venture partners.
- b. Actively supports the development of the Phoenix Children’s culture and supports efforts for integration of the culture across the region.

Medical Staff Liaison
- a. Facilitates relationships between the physicians, Phoenix Children’s, clinics, and other provided services.
- b. Participates in issues surrounding ethics and quality.

Compliance
- a. Ensures Phoenix Children’s complies with local, state, and federal laws and regulations as they apply to their operations.
- b. Ensures all nursing policies, procedures, and standards are defined, documented, and accessible to the nursing staff in written or electronic form.
- c. Develops and implements a plan for providing nursing care to patients requiring nursing care, treatment, and services ensuring that the nursing care delivery system considers factors such as patient mix, community needs, knowledge and skills of nursing staff, availability of resources, and established health care outcomes.
- d. Fosters an environment which actively demonstrates that continuous quality improvement Is an operating tenet of the organization; identifies and implements best practices and supports the transfer of such best practices to other organizations within Phoenix Children’s.

Financial Management
- a. Recommends yearly budget for approval and ensures prudent management of resources within budget guidelines according to current laws and regulations.
- b. Ensures that appropriate internal and management controls are established and maintained.
- c. Develops and manages operating and capital budgets to meet and exceed financial goals.

Human Resource Management
- a. Organizes the functional structure of Phoenix Children’s through appropriate delegation and establishes a formal means of accountability for those assigned duties.
- b. Ensures effective management of the human resources of Phoenix Children’s according to current, authorized personnel policies and procedures that fully conform to current laws and regulations. Completes annual evaluations for direct reports in a timely and effective manner.
- c. Proactively supports the mission and vision of Phoenix Children’s. Demonstrates and expects others to demonstrate personal and professional behaviors consistent with Phoenix Children’s mission, vision, and values.

Innovation & Strategic Planning
- a. Encourages innovative leadership at the department level promoting acts as catalyst for change in the organization; responds to change with flexibility and adaptability to overcome organizational resistance and inertia; demonstrates the ability to focus and energize all employees to work together for change; gains maximum support from others for new initiatives.
- b. Ensures the strategic plan is articulated both internally and externally, and effectively delegates key activities to ensure timely execution of the strategic plan initiatives.
- c. Develops innovative programs to source, recruit, develop, and retain clinical staff to address the continually decreasing supply of qualified workers. Collaborates with other departments and the market as appropriate to implement effective marketing, recruitment, and retention programs.

Community and Public Relations
- a. Through exceptional communication and interpersonal skills, assures that the Phoenix Children’s services are consistently presented in a strong, positive image to relevant stakeholders, including patients, physicians, employees, and benefactors.
- b. As the ‘face’ of Phoenix Children’s, the incumbent will be actively involved in the community through service organization membership, speaking engagements, community forums, educational offerings, and other opportunities to communicate Phoenix Children’s Mission.
- c. Ensures effective coordination of activities between the hospital and other Phoenix Children’s providers.

Fundraising
- a. Participates in fundraising planning and implementation in collaboration with Foundation leadership.
- b. Plays an instrumental fundraising role which includes identifying resource requirements, and in developing and cultivating relationships that will support and enhance fundraising efforts, collaborating with the Phoenix Children’s Foundation in researching funding sources, establishing strategies to approach grantors, donors and benefactors, and submitting proposals.
- Performs miscellaneous job related duties as requested.
