Position Summary

This position manages the activities and staff of the Purchasing Department by providing leadership and implementing policies and procedures for the procurement of supplies, equipment, and services in a timely and cost-efficient manner. Accountable to the shared objectives established by and between the Supply Chain, Finance and clinical departments. Responsible for accomplishing operational and financial objectives that are established for the Purchasing department.

Position Duties

  1. Manages staff and processes to achieve maximum value from contract portfolios and contracting efforts. Develops and manages staff work schedules to meet the needs of the organization. Assists Senior Buyers and Buyers in the negotiation and acquisition of supplies, equipment, and services to achieve timely product availability and optimum purchase value. Prepares and manages RFQs, as needed, and supports the capital process by negotiating budgetary and final quotes.
  2. Develops and implements policies and procedures that effectively facilitate the procurement process.
  3. Defines individual and team KPIs that meet financial and operational objectives. Ensures all performance evaluations reflect KPI achievement and are completed in a timely manner. Coaches for team and individual performance.
  4. Implements supply chain strategic improvements through goal and workflow alignment. Drives for the full cooperation of the Purchasing department during improvement efforts. Oversees the substitution vetting and sourcing procedures and ensures the accuracy of information being shared regarding item availability and status.
  5. Implements supply chain operations strategic plan through effective alignment and management of the Purchasing Department.
  6. Understands and meets expectations of internal customers, staff, peers, and regulatory agencies. Ensures customers have access to Purchasing and that customer service is continually evaluated for excellence. Model timeliness in responses to inquiries and sets reasonable expectations for request completion timeframes. Ensures large vendor spend categories are managed with formal relationship management principles, where necessary to ensure timely payment and receipt of goods and services.
  7. Performs miscellaneous job related duties as requested.
