Position Summary

The Vice President of Supply Chain Management/Biomedical Engineering is responsible for the overall strategic planning, design and execution of all supply chain and biomedical operations. This position establishes and maintains effective standards and processes that ensure excellent and efficient services are provided that support the mission, values, and goals of the organization. Leads the process of developing policies and procedures that provide efficient supply chain directives and services in support of providing quality, cost effective, patient care. The Vice President is forward thinking, providing business acumen and administrative leadership essential to advancing supply chain practices to meet the current and future needs of the organization. The Vice President is recognized as the leading expert and authority for all related supply chain activity within the organization, to include negotiating and contracting efforts, and determining strategic direction of corporate relations with various supply and service providers. This position will participate in, or lead, various projects providing knowledge and wisdom from prior experiences to help make decisions that achieve favorable outcomes.

Position Duties

  1. Strategic Planning
    • a)Assesses the healthcare environment for emerging industry trends that will influence supply chain services enterprise wide as well as at an individual department or service line level.
    • b)Identifies opportunities to leverage supply chain expertise to improve quality of service provided in order to enhance patient and staff experience while improving financial performance.
    • c)Focusing on strategies of the organization, develops supply chain strategies by drawing from national best practices, analytics, personal expertise and creativity, processes that deliver high value based on innovative solutions.
    • d)Develops and implements comprehensive materials planning efforts, focusing on effective transition of strategy into operational objectives and measurable goals that support the organizations goals for cost effective supply and logistic programs.
  2. Leadership
    • a)Provides leadership oversight and direction to Supply Chain Management and Biomedical Engineering leaders to design operational and financial objectives that consistently meet the mission and goals of the organization.
    • b)Responsible for oversight of the development of supply chain team members in order to effectively and efficiently support services being provided.
    • c)Leads by example creating an environment that fosters the PCH mission, vision, values and the Standards of Behavior and Conduct; ensuring employees are connected to how they contribute to the mission of quality patient care and cost management of PCH.
  3. Financial Management
    • a)Provides oversight for the budget development of the Supply Chain and Biomedical departments and their financial performance.
    • b)Has overall responsibility for productivity standards of assigned departments, assuring that action plans are developed and implemented to improve unfavorable variances, or that identified exceptions are documented and presented for approval of the ongoing variance acceptance.
    • c)Insures that capital purchases have been fully reviewed and final negotiations completed by Supply Chain Management for maximum discounting and most favorable terms prior to completion of any purchase.
    • d)Leads expense reduction efforts system wide for supplies, equipment and purchased services.
  4. Collaboration
    • a)Collaborates with leaders and care givers system wide, developing relationships that foster trust and open communications.
    • b)Engages with clinical leaders and staff to advance the value analysis process to provide a more effective and efficient review and decision making process for products and services being considered.
    • c)Acts as the change agent for all supply chain initiatives and other initiatives as assigned.
    • d)Works collaboratively with Strategic Vendor Partners and other vendors to ensure effective ongoing operations are in line with driving excellence in operations that consistently supports patient care.
  5. Human Resource Management
    • a)Conducts timely staff evaluations of all direct reports, providing appropriate and timely feedback.
    • b)Determines the appropriate number, type and qualifications of staff required for the supply chain and biomedical needs of the organization in order to meet its mission.
    • c)Facilitates the professional growth of staff by assuring learning needs and utilizing internal educational and training resources as well as appropriate professional organization sources.
    • d)Provides administrative support for timely staff recruitment, orientation, and employee retention efforts.
    • e)Effectively leads in a manner that engages and retains well-qualified staff.
  6. Service Optimization
    • a)Oversees the management of GPO relationship and performance compliance, as well as Strategic Vendor Partnerships.
    • b)Provides executive leadership for Supply Chain contracting efforts system wide.
    • c)Has overall responsibility for vendor activity and compliance to PCH policies and procedures system wide.
    • d)Insures that technology and needed tools to do the job are available for use by staff and that staff are adequately trained.
  7. Performance Improvement
    • a)As a member of key committees, this position has a responsibility to provide input and assist in performance improvement initiatives that improve services provided.
    • b)Reviews all areas of supply chain management, identifying areas for operational and financial improvements, and using internal and external resources as necessary, develops and implements performance improvement plans.
    • c)Utilizes resources such as colleagues at other organizations, professional organization affiliations, and industry information to identify trends and opportunities for performance improvement efforts.
    • d)Utilizes processes such as CQI or Six-Sigma Lean Management processes to identify and implement process improvement initiatives for supply chain efforts system wide.
  8. Performs miscellaneous job related duties as requested.
