Position Summary
This position manages the activities and staff of the Supply Chain Contracts department providing expertise, knowledge, and leadership in negotiating and contracting for the Phoenix Children's. Develops departmental and system wide policies and procedures for efficient contract negotiation and contract management activity. The incumbent has a shared accountability in collaboration with the Supply Chain Management Leadership Team to accomplish supply chain, and system wide, goals, objectives, and projects as assigned. This position is responsible to identify cost saving opportunities through data analytics and meeting with department leaders to discover cost saving initiatives within their department or service line while also looking for opportunities for standardization of supplies, equipment, and purchased services. Oversees the administration of all applicable GPO and Local contracts. Manages all RFI, RFQ, and RFP processes from creation to completion/implementation. For all supply chain and assigned contracts, responsible for initial contract review, negotiations, contract implementation, and contract compliance through utilization of systems and data to insure effective negotiations and contracting practices exist and are followed. This position works closely with the Legal Department.
Position Duties

Spend Analytics
Collects and conducts analysis of spend data and other data utilizing all available data sources to identify expense reduction and operational improvement opportunities. Targets high volume/high cost supplies, equipment and services for focused attention and manages the contracting efforts to reduce cost and consumption. -
Collaboration
Meets with department leaders (VPs, Directors and Managers) to identify cost saving and improvement opportunities within the department or service area as well as system wide standardization efforts. Works closely with IT, Decision Support, Finance, Purchasing, Value Analysis, Lawson System Administrator and others to gain access to required data and information, and provides detailed analytics and reports to the Vice President of Supply Chain Management as requested. -
Policies and Procedures
Develops, implements and monitors department and system wide policies and procedures that effectively controls and manages contracting efforts. -
Project Management
Leads various projects based on analytical opportunities identified, or as assigned, documenting cost savings achieved as well as any process improvement activities. Manages all RFP activity within Supply Chain Management to include contract completion and execution. -
Contract and Legal Review
Works with Legal department for notification of all contracts due to expire (with the exception of IT contracts). Upon notice collaborates with department leaders and others as appropriate to determine the most appropriate action to be taken. Performs initial contract language review making recommended changes and then insures all contracts processed through Supply Chain Management are properly reviewed by the Legal department and that contracts and any subsequent addendums, if applicable, are submitted for inclusion in the Legal departments contract database. Insures that maintenance of the contract database within the MMIS (Lawson) item master is continually updated with current contract pricing and appropriate item information. -
Manages GPO Activity
Manages staff and processes to achieve maximum value from GPO contract portfolios and contracting efforts working with Value Analysis Team and other Supply Chain staff to ensure product conversions are seamless to hospital care providers. -
Supervising and Mentoring Staff
Supervises and evaluates work activities of assigned staff to insure achievement of established goals, objectives, and desired outcomes. Provides guidance, mentoring and direction as appropriate for ongoing staff development. Performs staff performance evaluations. -
Value Analysis Support
Attends value analysis meetings and provides support as requested to include market research, patient outcome study information and other data and information to assist in decision making and contracting process. Mentors Supply Chain Management staff in the appropriate collection and reporting of data and information for value analysis and other projects they are assigned to support to include GPO contract opportunity review activity. -
Performs miscellaneous job related duties as requested.
