Position Summary

Under the direction of the Vice President, Public Affairs & Advocacy, the Government Relations Director leads the government relations function of Phoenix Childrens Hospital. In addition to monitoring regulatory and legislative developments of relevance to Phoenix Children`s Hospital and its related organizations, the Director develops and implements advocacy plans, communications, and employee and community relations outreach strategies that support organizational initiatives. This position serves as a liaison with the community, business, and trade associations with a focus on building and maintaining positive relationships. This position reports to the Vice President, Public Affairs & Advocacy and will interact with the President and CEO, the EVP and General Counsel, the Vice President of Marketing & Communications, and other members of the executive leadership team.

Position Duties

  1. Government Relations
    • Serves as a liaison with Local, State, Federal governments.
    • Monitors regulatory, legislative, and policy developments and determines potential impact on relevance to Phoenix Children`s Hospital and its related organizations (collectively, PCH). Advises the Vice President whether monitoring, advocating, or opposing is appropriate.
    • Develops and maintains tracking mechanism for state and federal legislation.
    • Identifies advocacy positions on assigned regulatory and legislative proposals by analyzing issues, monitoring external activities, interacting with PCH stakeholders to determine business interests and impact, and communication with legal counsel and lobbyists.
    • Implements government relations strategy with other relevant stakeholders and serves as a liaison between PCH subject matter experts and lobbyists throughout the legislative process.
    • Represents PCHs interests to policymakers, trade associations, and external policy forums, to ensure that PCHs profile is elevated in external policy forums.
    • Serves on task forces and committees as requested by the Vice President.
    • Serves as a problem-solver, articulating PCHs needs, position, rationale, differentiation, areas of concern and interest.
    • Develops a wide range of materials in support of the hospitals government relations agenda, such as talking points, legislative summaries, factsheets, testimony, reports, and letters.
  2. Community Engagement
    • Conducts community analyses to determine needs and actionable areas of focus.
    • Develops individual campaigns as part of the annual outreach strategy.
    • Identifies and leverages existing relationships to enrich outreach strategy.
    • Collaborates with internal stakeholders, sharing information and promoting community engagement.
    • Engages with elected officials and community leaders to advance the outreach strategy.
    • Develops and manages Governmental Relations budget.
    • Coordinates with Marketing & Communications to execute on communication touch points.
    • Participates in business and non-profit groups to increase visibility of PCH and to develop partnerships.
    • Manages External Affairs Working Group quarterly meetings.
  3. Communications
    • Provides support in researching, writing, designing, and otherwise creating and executing quality communication deliverables.
    • Integrates with other PCH stakeholders to ensure message and program alignment and process consistency.
    • Aids in writing and designing print and electronic communication deliverables, including presentations, fact sheets, legislative summaries, scripts, websites, promotional items, and similar media.
    • Assists in researching and developing content for communication channels designed to reach a stakeholders in government and related areas.
    • Coordinates editorial content and reviews, proofs, and produces communications for mail and email; manages distribution lists and tracks outcomes.
    • Assists in managing content and contributing to internal and external websites.
  4. Employee Political Engagement
    • Manage membership of PCH and its employees in chamber, business organizations, and
    • professional and trade associations; work collaboratively with PCH stakeholders for their
    • participation in such organizations.
    • Develop opportunities for involvement in organization by PCH employees.
    • Create education programs for employees.
    • Disseminate key messages to PCH advocates.
    • Participate in New Hire training as requested.
    • Develop and execute Get-Out-The-Vote and Voter Registration campaigns.
  5. Event Management
    • Develop and conduct hospital tours.
    • Plan PCH signature events; provide staff attendees with bios, expectations, talking points, and attendee names in advance of event to meet event goals.
    • Manage invitation lists for events.
    • Develop annual calendar of events, including charitable and business events.
    • Conduct post-event analyses for effectiveness.
  6. Performs miscellaneous job related duties as requested.
